At that point public transit is best, but depending on how big your town/city is it may not be feasible to fund it properly.

Maybe you mean how spread out your town/city is because of all the car parks (thanks to mandatory parking requirements, etc). If a city is spread out that wide, it likely needs a lot more work than plonking in some public transit, but metro and busses can work well together. But one step at a time! Lets just make it the right steps.
