A possible computer program would have a cursor start from the top left of a state and move right. The cursor’s vertical distance would be preset. Once it counts a specific number of people, it would draw a district and continue. When it reaches the right border of a state it would go down and move right. Have companies bid on a redistricting program to see if it’s achievable.
